Some days before while surfing my  @irtel sim got blocked(i was taking care of 50 MB)but somehow they blocked my sim(blocking doesnot depend on 50 MB for sure)....so forced me to do some research....and here is the output some modification within config working @!rtel vpn for Blocked Sim....
1) This VPN Config will work with NMDVPN so if you have then download config otherwise first of all download
NMDVPN FROM HERE

2) Download config and paste within NMDVPN==>config==>paste (Don't worry config is password free)     

This is Working in Delhi+NCR+UP west+Rajasthan+Haryana+many more.....
